Year of Literacy
Whereas, the founding of the Literacy Council of Highlands was justified through surveys and statistics
which found that one third of the adult population in Macon County does not have a high school diploma
and almost 15% of those adults has less than a ninth grade education; and

Whereas, census data shows that 51% of the adult population in Macon County has low Literacy levels,
meaning that they cannot read a newspaper, read medical instructions, or complete a job application; and
Whereas, The Literacy Council of Highlands provides Literacy services for all citizens of Highlands and
Macon County, at no charge, through individual tutoring for children and adults; and

Whereas, demand for these services has increased by more than 30% in the last three years and the
Literacy Council of Highlands has, and continues to, grow and expand in order to meet this demand; and
Whereas, The Literacy Council of Highlands is helping to break the cycle of illiteracy in our town and in our
area; and

Whereas, the town of Highlands, NC, recognizes that communities are only as strong as the citizens who
comprise them, and that Literacy
skills are vital and essential in enabling its citizens to lead a full life and participate fully and e fectively in our
community; and

Now, therefore, I,                                                                      , Mayor of
Highlands, NC, do hereby proclaim the year 2008, the Year of Literacy in Highlands. I call upon public
officials, educators, business leaders,  , parents, volunteers, and all the good people of Highlands to
recognize the importance of Literacy skills in sustaining our fellow citizens, our town, and our great nation
with appropriate ceremonies, activities and support for all Literacy programs in our area.
